This later led to a long exchange between Frazier and the rest of the board regarding repairs and upgrades at both, school and county buildings under a performance contract with Ameresco.
The work would be paid for by a loan from Virginia Resource Authority, a lending agency for small governments, but the savings in energy costs would pay for the loan and be guaranteed by Ameresco.
“We’ve seen this before,” said Frazier, “where contractors guarantee their work, but we still have to enforce it.”
Frazier’s contended that county residents were about v to be exposed to another $2.4 million in debt, and that the county should hold a referendum.
County administrator McCarthy explained that Virginia law did not require a referendum and Luke pointed out that a referendum would take months to set up and execute.
Still, Frazier wanted “some kind of safeguard in effect,” to protect the county in the event the contractor failed to live up to expectations.
McCarthy said he would look into and “document what those methods are” and bring to the next supervisors' meeting.
