Some of what I have to say is going to make mightly dull reading for most of you. These parts are necessarily technical because they deal with laws and appropriation of money. I’ll try to use simple words, and I hope you ■will bear with me.
A reprint of an editorial from the “Jacksonville (Fla.) TimesUnion,” recently published in the “Times Dispatch” suggested that the reason such a small number of old people were on relief rolls in the State of Virginia, as compared with those in other states, was due, not to economic conditions, but to such things as character, pride, self reliance, determination, and other human traits.
