friends in cash or kind. The different between the needs and the income is called the deficiency. The recipient is eligible to receive an assistance payment equal to the deficiency, provided that funds are available. If they are not, every recipient’s needs are reduced proportionately.
A survey of assistance requirements in Virginia made in 1349 showed that the average requirement per Old-Age Assistance case was slightly less than $34.00 per month. Of this amount, approximately $10.00 was covered by income of the recipients from sources other than public assistance. This left the deficiency per case at less than $24.00 a month. The average assistance grant of $19.72 for the month of February, 1949, plus other income of recipients met 88% of the minimum needs of Old-Age Assistance cases on a state-wide basis.. However, the survey showed there was a wide variation between the localities in the percentage of need met and thus a variation in the amount of the grants. At that time we -were meeting 90% of needs, which a little better than average. Some counties fell way below 88%. This was largely because they had failed to appropriate enough money.
Since it is not fair for an old person in one part of the state to receive an adequate grant while his brother in another section of the state receives much less than he needs, we hope these inequalities will be overcome eventually.
