What we are trying to do is give' people the tools to make themselves better citizens, but a client beset by worries about whether he is entitled to his grant and kept just above starvation by an inadequate grant is not in a position to help himself very much. He must have security first in order to plan his future.

In spite of the fact that the Social Security Act was passed in 1,935, and Virginia set up its welfare machinery in 1938 based on the theory that public assistance is the right of the individual in need, I have the feeling that acceptance of this idea is far from general. Social workers inspired by this noble idea have forged ahead, not bothering to educate the public along their lines of thinking. Some have done a better job than others; thus, people’s ideas of social welfare vary from section to section and range all the way from medieval thinking to the most modern. Next time we shall see what some of these theories are.
