Such patronage is gone, new, or the most of it; the judges are judging and the camps are operating. Which is the principal rea-, son the going will be tougher for Kennedy; what legislation the Administration got through the 87th Congress, in the main, did not succeed on merit. Horse trading did it, pure and simple.
Another reason the going will be tougher has to do with the rise in conservative sentiment throughout the South.
For decades, some Southern Congressmen — as fine a set of demagogues as ever came down the pike — have been talking one set of principles for home consumption while voting another.
Last November, as the conservative vote mounted, these Claghorns got the scare of their lives. This year, it is reasonable to assume, they will not be so ' prone to sell out their coni stituents as they have been ! in the past. Not with Little [ Brother — the Republican ! party — watching.
Finally, across the country the changes in Congressional representation — in ; all, more than 60 — reflect a ponderous, though hardly perceptible, move to the right.
Such are some of the reasons why the Administration may hesitate to inaugurate fewer moves at socializing the country, this year, than it did during the years of the 87th Congress, it also explains why the President, as the 88th Congress convenes, is in such a mollifying mood. His bills will be entered but they won’t be fought for, not overly strong. Kennedy cannot afford any more donnybrooks and he knows it. He lost too much of his scalp last year.
Conservatism is moving up.
