35-mile run. Uniformity Sought The confusion is now getting attention from Congress. Hoping to make a modest start toward uniformity, legislators have introduced bills requiring states using daylight time to make the change-over on the last Sunday in April and on the last Sunday in October. As it stands, the states do not even agree on when to start and end daylight, though the last Sundays in April and October are most commonly chosen. Proponents of uniformity hope Congressional action will help solve some of the confusion and frustration that arise from local determination of daylight or standard time. Railroads and bus lines must print extra timetables, and broadcasters find it necessary to tape and save television programs for showing at prime times. Benjamin Franklin proposed daylight saving time when he was United States Minister to France. He calculated that Parisians needlessly burned candles for 1,281 hours in spring and summer when they could have for nothing “the beautiful and pure light of the sun”. Paris laughed him down.
