Commissioner Miller stated in his minority report that the facts convinced him that Hazel river was intended by the General Assembly, as the boundary line between Rappahannock and Culpeper Counties from the intersection of the Mac&ison line with Hughes River, thence with the Hughes to its junction with Hazel, thence with the Hazel river to a point near Giants Castle. The disputed area extends south of Boston. Rappahannock County’s land claim against Madison is about one mile south of the present Madison County line and includes the village of Nethers, now being taxed in Madison County.
