Civil Rights Bill
Seventh District Congressman John O. Marsh, Jr., said this week he planned to vote against the pending Civil Rights Bill when it came up for a final vote. Referring to the controversial Housing section in the bill, Marsh said; "Despite certair modifications, I continue to have 6trong objections to the theory underlying Title IV of the bill -- the title dealing with the rights of citizens to rent or sell their real property. Subject only to the right Of eminent domain, whereby a government decides that property must be taken for a public use, it has been basic in our law that the right of a property^holder to dispose of an interest in his own property is a matter entirely up to the owner. I regard this as an important civil right which should be preserved."
