Authority over where “transmission lines are to be located or what they are to look like” is conferred by law on the localities, through zoning ordinances, and not on the State Corporation Commission. This informal ruling from the Commission came in reply to two recent requests, one by the Rappahannock County Board of Supervisovs and the other by a group of concerned citizens for reconsideration of a permit which the Commission granted to Potomac Edison Co. of Virginia for an 138KV transmission line running for thirty miles through Rappahannock County.
