Alo ng these same lines is a bill which authorizes counties, <citjes, towns, and regional governments to adopt ordinances t>o tax on the basis of use rather tlaan fair market value real estate d evoted to agriculture, horticulture, forest, and open spaces. Neither of these bills makes it mandatory that this action be taken but merely permits the governing bodies of the localities to adopt ordinances, to accomplish these purposes if so desired.
