“Farmers, whose land is in an expanding urban area, have been unable to operate at a profit, and many have been forced out of business,” said Delano. He pointed out that this was true with forest or open space recreation lands.
Delano said there is widespread support for this bill from the 85 county Farm Bureaus in the state. He said that a large number of leaders are planning to attend any public hearing on the bill.
Safeguards have been included in the bill by deferral taxation. The bill calls for a deferral of taxes based on the difference between “use value” and “market value.”
The bill calls for assessment and taxation based on use until the use of the land is changed. If the use of land is changed, a three year back tax based on the difference between use value and market value would’ be due.
