A native of Alexandria, Williams attended the University of Virginia Extension Center in Arlington. He joined C&P in 1967 as a Commercial Representative.
Williams has served as an assistant scoutmaster, little league baseball manager, and president of Bucknell Elementary School PTA in Alexandria. He is married to the former Dorothy Lockhart of Hartford, Connecticut. The; Williams have three children, James IV, Jon and Jennifer. They are members of the Presbyterian Church.
Williams will assume his new duties immediately.
