Vocational and technical education is a program designed to prepare the student for gainful employment as semi-skilled or skilled workers or technicians in recognized occupations. The program is comprehensive in nature including instruction in manipulative processes, the study of technical information and of related subject matter. The program as offered in the eleventh and twelfth grades is designed for the student who has made regular progress in school and who expects to graduate at the completion of his training. He must have an occupational objective, as a matter of record, that is compatible with the objectives of trade and industrial education.
Why Vocational Education? Virginia’s Civilian Labor Force, according to the U. S. Department of Labor, has been increasing at about 41,000 persons per year. Approximately 92 percent of the labor force is employed in non-agricultural jobs, and of this number, 43 percent are in trade and industrial positions. Accompaning this growth in industrial development has been a sharp increase in construction and service occupations. It is a well known fact that for every additional employee brought to a community by industry there is a corresponding growth in the number of people needed in service and supportive occupations.
