“Preserving the quality of , the environment in an era of population explosion properly has become a ma jortnational concern. To reduce duplication of effort and divided responsibility, it seems to me logical to consolidate legislative responsibility for environmental matters in one committee of the House.
“With respect to Justice Douglas, I believe there is substantial dissatisfaction with the manner in which an inquiry was conducted in the past Congress, in that, according to my understanding, the subcommittee having jurisdiction undertook only a cursory examination, called no witnesses to give testimony under oath, and held no hearings.
“Whatever the ultimate findings, a study by the equallybalanced bipartisan special committee proposed in the resolution could help restore public confidence in the ability and determination of the Congress to discharge its responsibilities with respect to allegations of improper conduct in high office."
