Supervisor Pete Luke commented that Debergh’s statement emphasized the importance of on-site inspections when determining suitability of building sites.
HELEN KILBY of Sperryville admitted she was somewhat confused about what was accomplished by the Health Department’s on-site inspection. She had asked health officials how they had decided on the suitability of a certain house site near her; they told her, she said, that they judged the site on the results of the “perk” test. “But when I asked them who had performed the test, they said ‘No one.”
“All they do is take up a piece of soil j/nd test it,” Mrs. Kilby stud. “Now any farmer can take a piece of soil and squeeze it. If it clumps it’s clay and if it crumbles it’s sand.”
Mrs. Kilby also said that a house was built next to her with no water and sewage. “I’d like to know how the Health Department okayed that one,” she said.
