“I CAN’T SEE for the life of me why it takes more deputies to operate a lock-up than it does to operate the jail we have now,” George Davis said.

State prison official Gibbs noted, “I can’t go into court as a witness if this county was taken to court over its jails and defend you as operating under state standards. One man cannot give the supervision state law requires.”
