“WE NEED stricter laws or something. This whole thing is a breakdown,” Herbert Barksdale said, shaking his head. “About the new deputy: Do you tend to have more breakouts during transfers from lock-ups?”
“Escape is a small problem within the prison system,” Gibbs said. “And security is probably even tighter at a small jail like this than at larger ones, like in Richmond.”
“We have been recommending twice-a-day transfer,” Gibbs said. But he noted that a lock-up had to be stocked with bedding supples, in case some prisoners did remain in for 24 hours before transfer, or were arrested after the afternoon transfer had been made.
“Why have we got to have all that?” Supervisor Herbert Foster asked.
“Well, you or I could wind in a lock-up for the night if we were arrested on something and couldn't produce the bond, and you wouldn’t appreciate it if you had to sleep on that cold metal,” Gibbs said.
“Why not? 1 don’t care if he sleeps on the cement floor,” Pete Luke said, adding another comment to the effect that conditions inside a jail shouldn’t be made to look more attractive than “outside.”
