ALSO APPEARING on the program at RLEP’s meeting was Gerald McCarthy, chairman of the Virginia Council on the Environment. He said that Virginia was one of the “top two or three states” in the country in terms of •‘environmental law on the books.”
His agency acts as a co-ordinating body between those state agencies that have an effect on the environment, the Highway Department, the State Water Control Board, the Department of Game and Inland Fisheries, the Health Department and others. “We hope to make sure that they implement these laws,” he said. “Until our council was formed, these groups never even talked to one another.”
McCarthy also talked about the importance of •'individual participation” in government. “It's amazing how few people actualh take part, and it’s amazing hovs effective those few are,” McCarthy said.
RLEP members re-elected Phil Irwin as president and voted to appeal their case against \ epco in the event that the State Corporation Commission finds in favor of the power* company. They agreed to support the study and analysis done by the State Corporation Commission on Vepco's request for a rate increase.—
