RICHARD MCNEAR, Planning Engineer for Fauquier County, told members of the Rappahannock Planning Commission last Wednesday night that “comprehensive planning has its benefits and dangers.” A comprehensive plan provides a “legal rationale” to back up subdivision and zoning ordinances, McNear said, but often a plan also promotes growth.
