“IT MAY be that zoning is not the answer,” McNear said, “it may be that you should never develop some of the prime agricultural soils, at any minimum lot size.” He added that “performance zoning” is a technique being tried with some success in other areas. It provides that a certain amount of the property to be developed for residential or other purposes remain in open space, available for agricultural use.
