Thank you for the most kind comments concerning the Rappahannock League for Environmental Protection in your editorial last week. RLEP hopes to continue to be worthy of the pride, admiration and support of every citizen and friend of Rappahannock County.

However, the remainder of your editorial would appear to be merely another word of caution to those readers who are still not aware that planning does not necessarily include any of the traditional urbanizing growth elements found in metropolitan area plans. The October RLEP Newsletter account of the September 18 meeting, whereat the Supervisors rejected every effort by the Planning Commission to date; was no less accurate or responsible than the Rappahannock News account of September 26.

The Virginia Supreme Court of Appeals, in a 1959 decision against Fairfax County, ruled that zoning and subdivision ordinances, alone, are not sufficient to prevent undesirable development. Rappahannock’s ordinances, to which RLEP’s members and others have devoted much effort, are splendid statements of intent but thereby, we suspect, worthless in a court of law against a determined and wellfinanced developer.
