this has been true of many plans, but he said it is not necessary. “I believe it depends on local goals and the will and desire of the people to attain those goals.” He thought Rappahannock had an especially good chance to draft a plan that did not provide for growth.
According to the State Division of Planning and Community Development, Rappahannock population has not changed substantially for a long time and is not expected to change much in the future, MeNq&i* said.
McNear noted that Rappahannock has lost population since the 1930s, and the State Division of Planning and Community Development projects a population of only 5,100 by the year 2000. “Basically, this represents a no-growth trend,” he said.
McNear added that almost all economic activity in Rappahannock County is dependant on or a derivative of the agriculture and forestry industries. “Protection and stimulation of these can be considered as paramount to the future economic well-being of Rappahannock,” he said, noting also that much of Rappahannock has been designated as a critical environmental area.
“This kind of rationale, when developed and documented in a plan, can provide the legal basis needed to support the ordinances,” McNear said.
EVEN WITHOUT population growth, there could be a considerable re-distribution of housing within Rappahannock, McNear said. This re-location is now occuring in the form of strip development, he said. “If the county does not want to perpetuate this kind of housing redistribution, it may want to plan locations where it is more desirable...perhaps in and around existing villages.”
“Another area of concern for Rappahannock should be recreational and second home developments, for which Rappahannock is most desirable,” McNear said. “This kind of development has its pros and cons...If desired it can provide needed employment and tax base advantages, provided it is properly controlled. Again, the comprehensive plan can provide the rationale” for that control, McNear said.
Fauquier’s Planning Engineer said that Fauquier’s comprehensive plan does provide for growth. “This is not necessarily a drawback. It is a reflection of the desires of the locality as expressed in their goals.”
