THE NATIONAL Parks have represented something of a dilemma since their inception. How do you protect the natural beauty of such areas, with a minimum of tampering with nature, and provide maximum recreational opportunities for a maximum number of people, at the same time? More often than not, this is a paradox that cannot be answered; choices must be made. The relatively modest “wilderness” proposal for the Shenandoah National Park appears to be an eminently sensible proposal for attempting to reconcile difficulties which, as Mr. Wright notes in his letter, have come close to destroying parks in other parts, of the country—destroy them as both places of natural beauty and as recreational areas, for no one wants to hike on a highway or camp in a refuse heap.
