This is nice but the real problem is to protect the resource from over-use and not worry too much about solitude. It is only one of many values mentioned in the Wilderness Act. Congress did not pass this act solely to provide solitude or indeed to provide recreation although this is one of its great uses. Some federal land managers like to interpret it as a recreational act but it is not—its basic purpose is preservation.
The very first sentence of the Wilderness Act makes it clear: “Section 2. (a) In order to assure that an increasing population, accompanied by expanding settlement and growing mechanization,
