It would be absolutely ridiculous for the Park Service to require horse back riders to haul their horses to a point on Skyline Drive to make entry or do the same to hikers and back-packers, or just plain picnickers. I don’t think the Service would do it for public relations reasons. It has legitmate concerns about over-use and abuse of the natural resources involved but this has to be met by ways other than requiring entry only from Skyline Drive. Again this is a problem not peculiar to wilderness. If the Park Service wants to limit entry of hikers or horses it has to be for resource protection reasons and not simply because it is wilderness.
