League for the Protection of Natural Resources has worked to encourage the adoption of a comprehensive plan. The research for the comprehensive plan has revealed that there are already enough site plans on file to double the population of Prince William County.
Though Ms. Porter said she strongly believes in land use planning, she reminded RLEP members of the recent decision of the Virginia Supreme Court in the Allman case. That court ruled that once a certain land use was designated on the comprehensive plan, the owner had a right to develop it for that use at any time. This ruling would affect the “pay as you go” land use programs instituted by counties Uke Loudoun, where the government has attempted to “phase” growth at a rate that they can pay for the capital improvements which become necessary as a result of that growth.
