UK. NOEL LAING told KLEF that the Loudoun County village of Waterford had been preserved through the efforts of private citizens who had recognized, in time, that they had “a gem, an undisturbed 18th century milltown.”
Since the establishment of the Waterford Foundation in the 1940’s, many of the older buildings in the village have been bought and restored by the Foundation. The foundation obtains most of its funds through the annual Waterford Fair, held in the fall. Between 18,000 antf 20,000 people paid $2.50 a piece to visit Waterford last year during the fair.
The Waterford Foundation could buy buildings in need of repair and restore them, but they couldn’t afford to own them, Laing said. So the solution was to place the building under an easement, preventing subsequent owners from altering the structure, and then sell it. Scenic easements have also been used to protect the views and countryside around Waterford, he said.
The town of Washington could become another Waterford, Laing said. In Washington, he said, the citizens have the option of starting early, and of preventing the mistakes before they are made.—Pekay Pettus
