MS. PORTER said her group nad opposed 1-66 because they have come to recognize that growth will follow highways and sewer lines, whether a comprehensive plan predicts or advises growth in that area. And 1-66 goes right through what’s left of rural; Prince William. She warned Rappahannock citizens not to plan for sewage treatment systems that have a built-in “growth factor.” Some systems are so large that a rural area must develop in order to ob-. tain enough users of the system to pay for it, she said.
There’s still a chance to save what’s left of rural Prince William, Ms. Porter believes. Most of the site plans and rezonings already on file are in that part of the county that is already developed, she said.
