From Page 12 economically. It is possible that if a large portion of the county’s farm land passes into the hands of non-farmers, agriculture will disappear, not because the landowners want it to, but simply because the needed tenure arrangements are not developed.

Yet the basis for such tenure arrangements exists. Even the owners who care little about the profitability of farming may be sufficiently interested in the scenic qualities of their land to lease or contract the use of their land in agriculture. An alternative might be more stringent land use regulations, or the regression of farms to brush and waste waiting for factories and high rise apartments.
