offenders, juveniles classified as runaways, truants and incorrigibles, will no longer be committed to state care but instead referred back to local Social Services departments for help. “Usually, when a child is delinquent, the source of the problem lies in the family,” said Mrs. Buntin. Under the juvenile code amendments, offenders and their families will need counseling services not currently available in the county.
“I don’t know how much of a caseload will be involved because statistics (on status offenders) haven’t been kept in the past,” she continued. Some families will be able to pay for counseling since juvenile delinquency is not limited to those with low incomes, said Mrs. Buntin, but predicted that threefourths would be poor enough so they couldn’t afford to pay for the service themselves. “Our contracting with Mental Health will enable it to be paid for,” she added.
Purchased services contracts with Chapter Ten will also cover entrance into Goldsborough House, a home for mildly retarded young women, group therapy counseling for retarded citizens and payment to the nutrition services program for meals for indigent participants.
“It’s not costing the county anything,’’ commented Nancy Reeve before the Board members voted unanimously to approve contracting with Chapter Ten for purchased services.
