sure this happens, responded Fauquier Sheriff Luther Cox, Chairman of the Planning District’s Criminal Advisory Council. He added that matters of this type were beyond the control of Sheriff’s Departments. “We’re sort of like the ball player,” he commented. “When the umpire says you’re out, you’re out.” Cox agreed that morale of law enforcement officials was a problem.
"You’ve hit on a very good point,” interjected Carl Cimino, representative from the Law Enforcement Assistance Administration offices in Richmond. He reported that his organization was trying to get a statewide study undertaken on the criminal justice system. The project would trace offenders through the system and answer questions like why accused persons fail to come to trial, who dismisses charges and why offenders are tried on lesser charges, said Cimino. He urged the Commissioners to follow through with their idea.
