According to the Housing Plan, Rappahannock County will require 478 additional housing units between 1975 and 1980, amounting to six per cent of the District’s future housing needs.
To assist in the reduction of housing costs, the report makes several recommendations that can be introduced at a local and regional level:

When Marshall presented the Housing Plan to the Rappahannock-Rapid an Planning District Commissioners, he emphasized that it is intended as a guideline and framework for future endeavers in housing.
