Buddy Carter and Superintendent William Bloomer told Mrs. Kilpatrick that they expected the large majority of kindergarten parents to opt for full-day classes if a choice was given. Carter warned that the Board might be liable for suit if the class size limit was reached and a parent who wanted his child to go full-day was turned down. Carter added that he felt the aggrieved parent would win in any legal action.
Since the coming year is the first that state-mandated kindergarten will be offered in the county, Board member Paul Nichols advised that the plan drafted by the administration be followed.
“The plan is still flexible now because enrollment is not definite,” Mrs. Kilpatrick responded.
