He acknowledged that parents may change their minds later and either withdraw a child from school or enroll one who had previously stayed home. The school system must be available for whatever number of kindergarteners that show up—either 50 or 100, Bloomer concluded.
The Board authorized the new Superintendent to conduct a survey of parent opinion on half-day classes but emphasized that the survey was intended only as a source of information to aid school administration in planning the kindergarten program.
