By the past weekend, the Governor had declared local water emergencies to exist in the towns of Woodstock and Louisa because of the prolonged drought conditions. He said he would not hesitate to take similar action for other localities facing water shortages.

The action authorizes local governing officials to impose necessary water conversation measures “to ensure an adequate supply of water for essential uses, to protect the public health and safety, and alleviate possible suffering caused by this situation.’’

In other action, the Governor appointed an eleven-member Drought Emergency Task Force to provide him with advance warning of any severe worsening of the situation and to permit him to take additional action if necessary.

Maurice B. Rowe, the State’s Secretary of Administration and Finance, was appointed chairman of the task force, which also includes representatives of the State’s agriculture, health, water, public utility, and emergency services agencies.
