How much control do local governments have over local land use decisions? Not enough, according to a growing number of county officials. Increasingly, they are finding their "hands are tied" by judicial decisions and by "big government" in general.
This issue will be addressed in detail at a conference to be held May 15 and 16 at Airlie House near Warrenton. Elected officials from Rappahannock. Charlottesville, Loudoun and Albemarle Counties will describe how planning efforts in their areas are hindered by either state or federal government mandates or adverse decisions by Virginia judges. The conference, cosponsored by the Piedmont Environmental Council and the Virginia Foundation for the Humanities, will be open to the public and concerned citizens are encouraged to attend.
The two-day agenda has been designed to outline actual problems facing local officials in the northern Piedmont. On Monday, presentations include:
