Impetus would be towards smaller counties, like Rappahannock and Madison, becoming satellites of a larger, regional operation. "Services need to be close 10 the people...necd to be receptive.” Mrs. Buntin insisted. She also maintained that, for welfare programs to be effective, “there’s got to be local participation in planning." Mrs. Buntin recalled that Board member Aline Johnson had stated previously that she wouldn’t want to serve on the Welfare Board if it ceased to be an administrative board and became an advisory board instead.
