In view of the increasing interest in planning in the county. The Rappahannock League for Environmental Protection will devote the first part of its annual meeting to a talk on planning by Rosser H. Payne. The meeting is set for September 8th at 7:30 PM at the courthouse at Washington. Mr. Payne, a veteran planner, regards himself as something of a progmatist, “a middle of the road planner,” one who stands between the “no growth" advocate and the “all out" developer.
