"There would be more," agreed Mrs. Buntin, “because no one would know what was going on.” With administration under local jurisdiction, Welfare Departments have more contact with clients and a greater opportunity to prevent abuse of programs, according to Mrs. Buntin.
“Localities should demand more involvement in setting policy,” eligibility technician Juanita Miko proposed. She maintained there are new programs coming out all the time that localities don’t know anything about.
“Mostly federal,” interjected Mrs. Buntin.
Mrs. Johnson contended that the state Welfare Department was preoccupied with urban areas. “You can’t take the rules and regulations meant for a larger place and expect a little county to survive with them,” she said.
