A graduate of Virginia Polytechnical Institute with an Engineering degree, Payne became Director of Planning for Fairfax County in 1950 where he remained until 1966. During his tenure there, he augmented his planning knowledge by taking courses at the University of Chicago. He is a past President of the Virginia Chapter of the American Association of Planners.
Since his retirement from Fairfax, Mr. Payne has developed a consultant’s practice in his native Fauquier County and has served many localities as well as teaching on a visiting basis at the University of Virginia.
