According to Miller, low density and large lots are the key to maintaining Rappahannock’s rural character. “One 25-acre lot is better than five 5-acre lots,” he insisted. Large lots “have preserved Rappahannock County, they have preserved the tax base...Buyers of 25acre lots are not tax drains on the county,” he said.
