state 2 million dollars to fund it and with the present trend in the Assembly, nothing new is going to be added that will require new tax dollars. After this testimony was completed two hours had elapsed before we got down to why we were really there. As far as I am concerned, listening to 31 people speak, the presentation by the Piedmont Environmental Council was by far more to the point and I am sure their recommendations will be considered, such as charging the roll-back rate, tightening the standards, etc. This particular meeting lasted until midnight. This committee is supposed to make a final (hopefully) decision at its meeting on December 18 in Richmond.
The joint sub-committee on Interstate Toll Service has met on three different occasions and it has to do with a tax on telephone calls from out of state. It seems that there are states adjoining us that do this and it increases their revenue. This committee is recommending that Virginia establish this tax and in turn reduce the franchise tax on the interstate calls. Hopefully the savings can in some ftiture time influence the telephone companies not to increase their rates as much as has been done in the past. At present the whole thing is hung up because of what was discovered at the November meeting of the Finance Committee, referring to the problem in the first part of this article.
