The highway department planted the rose as a barrier on Interstate 81 and the birds this time of year transfer the seeds onto farm land. The committee wanted to classify the rose as a noxious weed, such as Johnson grass, but this was turned down because certain nurseries use it for grafting purposes. liie highway department his agreed to remove it from any highway that borders a farm if the farmer removes the same from his farm. Crop land in some sections has been severely damaged to the extent that it is worse than thistle.

A statute is being prepared to coincide with the thistle statute which relates to local ordinances. The highway department will have until 1984 to remove it and VPIASU is to receive a grant for the purpose of a study for ways to eradicate the ' multiflora rose. These are the recommendations of the committee.

Land Use

Another sub-committee is the one on land use which was created because of land speculators in Northern Virginia abusing it. This reduced the income for the area and in one case there was insignificant farm income to even justify the claim as a farm. Unfortunately, few people realized at the meeting in Leesburg on November 16 that a political campaign was taking place between Delegate Vickery and Senator Waddell. Plus the fact that Delegate Vickery was trying to resurrect two of his bills, HB No. 997 and HB No. 998, relating to an open space preservation com* mission which will never fly.
