Hampton Counties. H. B. 487, sponsored by Delegates George Beard, Andy Guest and Al Smith, stipulates that the provision requiring developers to pay for school costs can only be added to subdivision ordinances in localities that have adopted a capital improvements program.
Both bills were reported out of the subcommittee on the House Committee on Cities, Counties and Towns by a two to two vote. The split vote means that the bills will go to the full committee for action with little or no recommendation for approval.
