Kramer's request was originally heard at a July 13 public hearing. Mistakes in the legal advertisement for the meeting, however, necessitated scheduling a second hearing on July 3. The second hearing was subsequently set for July 26 after legal notice of the July 3 hearing was inadvertently left out of the Rappahannock News.

Kramer explained on Thursday that he wanted to extend the current commercial zoning on the portion of the 3.9 acre lot where the abandoned Tastee Freez is located down to the old mill at the edge of the Rush River flood plain. He also requested that the land where the mill sits be rezoned commercial. Kramer noted that a corner of the building may extend two to three feet Info the flood plain.

“How do you determine where the flood plain starts and stops?” asked planner Walter Masterson after examining maps drawn by county engineer Fanning Baumgardner that show the existing commercial zoning and flood plain boundaries on the old mill lot.
