“I doubt if our villages can take much more development without complete water and sewer systems,” said Miller. He noted that population projections in the draft comprehensive plan estimate the county’s population to grow by just 3,000 in the next 20 years. “That’s not enough people to pay (for sewer and water systems),” Miller added. Providing public water and sewer systems in the villages doesn’t suit the taxpayers of Rappahannock County or its people, he said.
