John Capelle, executive director for the Rappahannock-Rapidan Planning District Commission, explained that he hadn’t included any mention of a Sperryville by-pass in the comprehensive plan because the highway department currently has no plan on how to proceed with improvements to Route 211.
Noting that federal regulations are involved with completion of the arterial system, including improvements to Route 211 through Sperryville, Estes said the highway department may soon have no choice but begin work on the longdelayed project.
