He explained that the county is charged by both federal and state law with providing “free appropriate public education" for handicapped children, ages two through 21. He emphasized that the school board didn’t have to approve the plan under consideration at Tuesday's meeting but that it did have to come up with a plan of some sort for providing mandated services. He added that new regulations effective next year .will make the school system responsible for identifying, locating and evaluating handicapped children from birth through age 21 and placing them in an appropriate educational program.
