Seven With No Benefits
"Only six other systems in the state offer no benefits but three of them have salaries larger than ours,” Bomberger pointed out. The three systems besides Rappahannock with no benefits and which pay less in salary are so small that they employ only 0.8 per cent of the state’s teaching force. ‘‘Rappahannock County cannot compete with school systems offering more to over 99 per cent of the teachers in Virginia,” he concluded.
Sharon Kilpatrick also criticized the lack of space and programs, particularly at the high school.She described the cafeteria, kitchen, library and RCHS curriculum as “entirely inadequate” and noted that ‘‘very little is happening" with the capital outlay program currently under consideration by the school board.
She urged the board to provide more vocational education at RCHS instead of relying so heavily on Piedmont. The regional school is moving in the direction of three-year programs but, she said,
