The subsidized program is designed to help foster parents who can’t afford the support their charges without some continued aid. The seven children involved have lieved in the homes for years, Mrs. Buntin said, and feel a part of their respective families but the families can’t afford to adopt them if it means giving up all financial assistance they’ve recived as foster parents.
